@Orchard LLC is a growing HR and Talent Acquisition consulting firm that doesn&rsquo;t just fill seats&mdash;we solve complex human capital puzzles for our clients. We are looking for a mid-career level Contract Sourcing Recruiter who can pivot seamlessly between sourcing a cleared Cyber Engineer for a Federal program one morning and a Sales Executive for a Pharmaceutical client that afternoon.
This is a 1099 contract position designed for a mid-career proactive TA professional who values autonomy. For the recruiter who consistently delivers high-quality talent and integrates into our culture, this role has a clear path to transition into a full-time salaried position.
What You&rsquo;ll Do

Full-Cycle Ownership: Taking requirements to create compelling messaging, finding prospects and engaging them across multiple communications channels, qualifying prospects and converting them into active candidates, and finally managing the process to get our clients the results they expect.
Cross-Industry Mastery: Support diverse portfolios, including Emerging IT, AI/ML, Cybersecurity, Federal Government (including cleared recruiting), Financial Services, Pharmaceuticals, and Finance/Accounting.
Federal & Commercial Fluency: Understand the nuances of recruiting for U.S. Federal Government contracts (including clearances) while maintaining the speed and "white-glove" service required by our commercial partners.
Creative Sourcing: While we provide the standard toolbox (ATS, job boards, etc.), we expect you to leverage your own professional networks, social selling, and creative Boolean strings to find great talent quickly and consistently. Our clients love us, but it&rsquo;s always &ldquo;but what have you done for me lately?&rdquo;!
Candidate Assessment at a cellular level: Conduct deep-dive interviews to ensure candidates aren't just a resume match, but a cultural and motivational fit.

About the role:
This is not a traditional sales role. You will create opportunities where none exist, shape demand from first principles, and guide customers from ambiguity to adoption. Success in this role requires both technical fluency and commercial instinct. You should be equally comfortable discussing constellation architecture, AI/ML workflows, and collection orchestration as you are building a pipeline, driving strategy, and closing high-impact deals.
What You&rsquo;ll Do:

Generate and drive new business across NRO and IC accounts through highly targeted, insight-led outreach
Engage deeply with mission stakeholders to understand operational gaps and shape solutions from first principles
Translate Vantor&rsquo;s space + AI platform into a clear, differentiated mission advantage
Own pipeline creation end-to-end&mdash;from initial engagement through qualification and deal progression
Build credibility quickly with technical and operational audiences
Develop account strategies grounded in mission priorities, budget cycles, and acquisition pathways
Operate with precision in pipeline management, forecasting, and CRM discipline
Partner tightly with Product, Engineering, and GTM teams to refine positioning and accelerate adoption

Minimum Qualifications:

Active TS with the ability to obtain and maintain SCI
Demonstrated experience in strategic business development leadership, or mission-facing roles in defense, space, or deep tech
Demonstrated success selling or deploying complex, technical systems into DoD/IC environments
Direct experience engaging with NRO stakeholders, programs, or mission sets
Strong technical fluency across at least one of:

Space systems/satellite programs

The Finance Specialist provides financial management and budget execution support for NOAA programs. The position supports financial tracking, budget planning, reporting, and coordination of interagency agreements and financial documentation across the organization.


Key Responsibilities:

Provide financial management support for program budgets and financial planning.
Maintain and update financial spreadsheets, tracking systems, and budget reports.
Assist with the preparation of budget execution reports and variance analysis.
Support reconciliation of budget execution information and financial records.
Assist with preparing spend plans and financial reports for resource review meetings by pulling the accounting information from the Department of Commerce Business Applications Solution (BAS) and NOAA Financial Management Data Systems (FMDS); generating reports, and graphically displaying the information.
Support preparation and processing of Interagency Agreements (IAAs) and Memoranda of Understanding (MOUs).
Assist with the preparation of procurement packages and financial documentation.
Generate financial reports and graphical summaries for leadership review.
Use of G-invoicing for interagency funds transfers and payments.

 





Requirements:






Bachelor&rsquo;s degree in accounting, finance, business administration, or related field.
Minimum 5 years of experience in financial management or federal budgeting.
Familiarity with federal financial systems (e.g., BAS, FMDS) preferred.
Experience in preparing financial reports and analyzing budget data.
Strong analytical and spreadsheet skills.
Proficiency with Microsoft Excel and financial reporting tools.

Position Overview
We are seeking a Federal Travel, Expense & Task Order Invoicing Specialist to serve as a key operational liaison within the PMO, supporting travel, cost, and task order&ndash;level invoicing activities across multiple federal contracts.
This role ensures that all cost-related activities, from travel to invoicing, are compliant, properly documented, and aligned with task order funding, budgets, and contract requirements.
The Specialist will work closely with Program Managers, subcontractors, and the accounting/finance team to ensure accurate billing, audit readiness, and seamless coordination across distributed project teams.
This is a high-impact PMO role focused on cross-functional coordination, cost compliance, billing accuracy, financial execution, and travel logistics.
 
Key Responsibilities

Serve as a central coordination point between Program Managers, subcontractors, and the accounting/finance team to ensure alignment across travel, expense, and invoicing activities.
Coordinate travel (air, lodging, per diem) in compliance with FAR Part 31 and applicable Federal Travel Regulations (e.g., GSA/DoD per diem and locality-specific lodging rates).
Ensure all travel costs are allowable, allocable, reasonable, and properly documented.
Review and validate expense reports and supporting cost documentation for accuracy, proper allocation, and alignment with task order invoicing and billing requirements.
Maintain audit-ready documentation to support DCAA and client audits.
Manage task order invoicing, including preparation, review, and coordination of client invoices in alignment with contract requirements, funding, and period of performance.
Ensure all costs and invoices are accurately attributed to the correct task orders, with full traceability to support documentation, budgets, and contract requirements.
Review and process incoming vendor and subcontractor invoices to ensure accuracy, proper documentation, and compliance with contractual terms and FAR cost principles.
Act as a primary point of contact for subcontractor invoicing coordination, including validation of costs, documentation, and alignment with subcontract terms and approved budgets.
Coordinate with subcontractors to resolve invoicing discrepancies, missing documentation, and funding alignment issues.
Ensure subcontractor invoices are properly mapped to the appropriate task orders, CLINs (if applicable), and funding allocations.
Partner directly with Program Managers to ensure travel, expenses, and invoicing align with task order funding, burn rate, and execution status.
Work closely with the accounting/finance team to ensure accurate cost allocation, reconciliation, and billing alignment across financial systems.
Reconcile travel, expense, and invoicing data across task orders and financial systems.
Track cost and travel spending across task orders to identify risks, overages, and trends.
Coordinate subcontractor travel and ensure compliance with flow-down requirements.
Support the development and standardization of internal travel, expenses, and billing policies and controls.
Facilitate communication across programs, subcontractors, and finance stakeholders to ensure timely and accurate cost reporting and invoicing.

 
Required Qualifications

2-5+ years of experience in federal travel, expense management, and task order&ndash;based invoicing within government contracting environments
Working knowledge of:
FAR Part 31 (cost principles)
Federal Travel Regulations (GSA per diem, etc.).
Experience supporting government contracts, IDIQs, or task-order environments.
Advanced MS Excel skills are required.
Strong attention to detail and documentation discipline.
Ability to manage multiple priorities across distributed teams.

 
Desired Qualifications

Experience supporting NOAA, DoD, or other federal agencies.
Familiarity with DCAA audit expectations and billing compliance.
Experience with systems such as Deltek, QuickBooks, Zoho (Time & Expense), E2, or similar accounting/billing platforms.
Experience managing or reviewing subcontractor invoices.

Your background will include.

Citizenship: U.S. Citizenship and the ability to obtain/maintain a Secret Security Clearance.

Your responsibilities as a FIP/FIAR Consultant.

Support financial reporting, audit response, and remediation activities.
Perform reconciliations, data validation, and financial analysis across assigned functional areas. 
Support Real Property accountability and reporting initiatives (as applicable) 
 Assist DASA DEC audit remediation and reporting (as applicable). 
Support MILPAY and/or CIVPAY financial process remediation, reconciliations, and audit documentation (as applicable).

Your background will include. 

Minimum 4 years of experience in Federal financial management (Army experience strongly preferred).
Prior client-facing consulting experience is required. 
Experience supporting at least one of the following areas: 

Real Property Financial Management. 
DASA DEC financial operations. 
Military Pay (MILPAY) and/or Civilian Pay (CIVPAY). 
Experience working with general ledgers, financial statements, reconciliations, audit artifacts, or financial systems. 


A DoD/DoW Secret clearance is required. Interim Secret is permissible, and new sponsorship is available.

Essential Duties and Responsibilities:

Reviews beneficiary, provider, and/or pharmacy cases for potential overpayment, fraud, waste, and abuse.

Consults with benefit integrity investigation experts and pharmacists for advice and clarification.
Completes case summaries and provides results to investigators to support the investigative process.

Your background will include.

Key Responsibilities:

Qualifications:

Minimum 10 years of program management experience, including substantial work in DOD, such as Army, Navy, Air Force, Marine Corps, Space Force, or civilian agencies such as NASA, EPA, and NOAA programs. 
Proven experience in proposal development and technical writing in a federal contracting environment.

We are actively hiring Biological Technicians (Levels I&ndash;III) to support NOAA Fisheries&rsquo; Ecosystem Surveys Branch (ESB). Technicians collect and process biological samples and environmental data during fishery-independent resource surveys. Work includes at-sea survey participation (5&ndash;140+ days annually), data QA/QC, sample processing, and equipment support. This is a hands-on science role that directly supports stock assessments and ecosystem-based fisheries management.
Responsibilities 

Participate in sea-going surveys aboard NOAA and partner vessels (sorting, identifying, weighing, measuring fish/invertebrates, collecting biological samples for age, growth, maturity, genetics, diet). 
Stand scientific watches of up to 12 hours/day at sea.
Operate electronic data acquisition systems for fisheries and oceanographic sampling. 
Assist with deployment, calibration, and maintenance of survey gear, acoustics, and optical/video equipment. 
Conduct QA/QC of survey data using NOAA protocols; prepare documentation of sampling procedures and metadata. 
Annotate benthic imagery and optical survey data as directed. 
Maintain, repair, and inventory sampling hardware (measuring boards, motion-compensated scales, barcode systems, touch screens). 
Support cruise staging/de-staging, equipment prep, and vessel logistics. 
Contribute to laboratory analysis of biological samples and assist with database management.

Qualifications
Your background will include (all levels): 

Experience working aboard research or commercial vessels.
Ability to work 12-hour shifts at sea for trips lasting up to 3 weeks.
Strong teamwork and communication skills in challenging field environments.
Must meet NOAA OMAO sea duty health criteria and provide proof of a recent TB test.
Proficiency with Microsoft Office; familiarity with data entry and QA/QC practices.
Valid driver&rsquo;s license.

Level I (Entry/Seasonal Technician):

Basic familiarity with marine species ID in the Northwest Atlantic (fish/invertebrates).
Coursework or experience in biological sciences preferred.
Able to assist with sampling, data recording, and shipboard organization under supervision.

Level II (Experienced Technician): 

Minimum 2 years&rsquo; experience identifying fish and invertebrates in the Northwest Atlantic.

Level III (Senior Technician):

Responsibilities

Safely deploy and retrieve scientific sampling gear (trawls, dredges, grabs, CTDs, sensors, etc.).Conduct routine vessel operations, including docking, line handling, watches, and housekeeping. 
Assist with cruise staging/de-staging, loading/unloading of stores, supplies, and scientific equipment. 
Support deck operations during research missions, ensuring safety protocols are followed. 
Perform net mending, gear repair, and hydraulic/electrical maintenance as needed.

Operate deck equipment (winches, cranes, derricks, reels, anchor windlass) under the officer's direction.

Qualifications

Responsibilities
&middot;       Support development of rulemaking packages required for proposed

Tasks may include, but are not limited to, drafting proposed Federal Register notices, proposed and final rules, and NEPA analyses.
&middot;       Work with staff of the HMS Branch on assignments related to fisheries
management and policy, such as in the preparation of briefing papers and/or policy documents and reports for the Pacific Fishery Management Council and the Agreement on the International Dolphin Conservation Program (AIDCP)/InterAmerican Tropical Tuna Commission (IATTC) meetings as required under TCA.
&middot;       Maintain and prepare correspondence to the IATTC secretariat and regional stakeholders. Coordinate and oversee U.S. data submissions related to IATTC requirements and any associated tasks as required under TCA.
&middot;       Participate (as a nonvoting member) on committees and in meetings related to the performance and duties explained in this Performance Work Statement. Provide the HMS Branch Chief with an overall review of committee goals, duties, and progress, and meeting results.
Required qualifications and experience
&middot;       Experience in policy and analysis related to fisheries or other renewable natural resources.
&middot;       Ability to articulate, both in the written word and orally, biological and policy information to nontechnical audiences.

This is a very interesting opportunity to contribute to the continued training and establish relationships with US Army personnel, while maintaining the flexibility of 1099 employment. 

As the Instructor you will: 

Assist in developing government-owned training materials (Lesson Plans, PowerPoint Presentations, etc.). 
Audit and edit all developed courseware for accuracy, completeness, flow, balance, and clarity of understanding.
From the results of the students&rsquo; critiques, review and modify all lessons, material, labs, and instruction to ensure it imparts the maximum amount of value in the minimum amount of time.
Provide instruction (must possess industry certifications as required by the Government RSTS Site Manager). The number of courses and their content are subject to change based on DoD and Army requirements.
Participate in Operational Tests, Training Exercises, and New Equipment Training (NET).
Conduct and report End-of-course survey results and provide results to the Government RSTS site manager for review.
Provide effective training IAW RSTS site-specific training policies, lesson plans, training schedules, and student feedback from end-of-course evaluations.
Implement a &ldquo;train the trainer&rdquo; curriculum in support of unit sustainment training.
Ensure training encompasses all operational aspects of the assigned system being trained.
Provide the functional services and commercially certified personnel related to commercial certification and test completion.
Perform duties as a Pearson Vue and/or Prometric proctor where applicable and required and coordinate all efforts with Army operations and course manager.

Requirements:  

Possess 7 years or more experience teaching and developing training for complex subjects. In lieu of experience, a Bachelor of Science degree will be accepted.
Current industry certifications or demonstrated training experience on the tactical/commercial communications equipment required to immediately fill the specific instructor vacancy at the affected site.
Experience with Army-standard desktop applications and configurations, i.e., daily reporting programs, MS Office, and Army Gold Master (AGM) configurations.
Prior Military Service is a plus and considered favorable for teaching experience.
Possess and maintain a valid driver&rsquo;s license and the ability to get on and off post.
Possesses and maintains a DOD SECRET security clearance.
Demonstrated experience with tailoring content and delivery for different audiences, presenting confidently to large or small groups, and using creative approaches to presenting.
Demonstrated skills with AN/PRC 117F&G, AN/PRC 150, AN/PRC 152, AN/PRC 119.
Demonstrated experience with counseling students to improve their course knowledge, skills, and attitudes.

Key Responsibilities
Your primary role is to facilitate the successful implementation and industry compliance of U.S. seafood trade programs. You will be an expert resource for internal and external partners.

Stakeholder Guidance & Support: Serve as a primary resource for the seafood industry, providing expert guidance to ensure compliance with U.S. trade monitoring requirements.

Required Qualifications

Education: A Bachelor&rsquo;s degree in Marine Science, Environmental Policy, International Trade, Public Policy, or a closely related field is required.
Experience & Knowledge: You must have a demonstrated academic background and/or professional experience in natural resource policy or management. A specific focus on fisheries, the complexities of Illegal, Unreported, and Unregulated (IUU) fishing, and seafood supply chains is strongly preferred.
Writing Skills: Excellent professional writing skills with the proven ability to interpret and explain complex technical and regulatory concepts in clear, accessible plain language.

Materials are delivered in-person through classroom teaching, as well as virtually. An active Secret Clearance is required to start.

As the Instructor you will: 


Assist in developing government owned training materials (Lesson Plan, PowerPoint Presentations, etc.). 
Audit and edit all developed courseware for accuracy, completeness, flow, balance, and clarity of understanding.
From the results of the students critiques, review and modify all lessons, material, labs, and instruction to ensure it imparts the maximum amount of value in the minimum amount of time.
Provide instruction (must possess industry certifications as required by the Government RSTS Site Manager). The number of courses and their content are subject to change based on DoD and Army requirements.
Participate in Operational Tests, Training Exercises, and New Equipment Training (NET).
Conduct and report End of Course survey results and provide results to Government RSTS site manager for review.
Provide effective training IAW RSTS site-specific training policies, lesson plans, training schedules, and student feedback from end of course evaluations.
Implement a train the trainer curriculum in support of unit sustainment training.
Ensure training encompasses all operational aspects of the assigned system being trained.
Provide the functional services and commercially certified personnel related to commercial certification and test completion.
Perform duties as a Pearson Vue and/or Prometric proctor where applicable and required and coordinate all efforts with Army operations and course manager.

Requirements:  


Possess 7 years or more experience teaching and developing training for complex subjects. In lieu of experience, a Bachelor of Science degree will be accepted.
Current industry certifications or demonstrated training experience on the tactical/commercial communications equipment required to immediately fill the specific instructor vacancy at the affected site.
Experience with Army-standard desktop applications and configurations, i.e., daily reporting programs, MS Office, and Army Gold Master (AGM) configurations.
Prior Military Service is a plus and considered favorable for teaching experience.
Possess and maintain a valid drivers license and the ability to get on and off post.
Possesses and maintains a DOD SECRET security clearance.
Demonstrated experience with tailoring content and delivery for different audiences, presenting confidently to large or small groups, and using creative approaches to presenting.
Demonstrated skills with AN/PRC 117F&G, AN/PRC 150, AN/PRC 152, AN/PRC 119.
Demonstrated experience with counseling students to improve their course knowledge, skills, and attitudes.
Demonstrated knowledge of Army Regulation 350-1, TRADOC Regulation 350-70, and TRADOC Pamphlets 350-70-X.

Position Overview:
We are seeking an experienced and dynamic Proposal Manager to lead, manage, and develop complex, high-value proposals primarily within the federal sector. This role requires a professional with extensive experience in full lifecycle proposal development, as well as proven experience working embedded with business development and capture management, particularly within the fields of technology and oceanic, atmospheric, fisheries, and climate sciences.

Qualifications:

@Orchard has been engaged to support a growing Federal Contractor with an immediate need for an Instructor able to deliver training programs on Data Engineering for the US Army, onsite in Fort Eisenhower, near Augusta, GA. This is a hands-on teaching position with course development and delivery responsibilities, working in a team of 4 professionals. All materials are delivered in-person through classroom teaching, this is onsite, not remote or hybrid. An active or interim Secret Clearance is required to start.

As the Instructor you will;


Leverage your experience with the principles and practical adoption of data engineering to deliver classroom education to support ongoing professional development.
Develop training material, assist with training material validation, implement training material as certified classroom instruction, and maintain training material to support Signal School courses.
Develop data science, zero-trust cybersecurity methodologies, and development-related training support packages through lesson plans, presentations, and practical exercises to support courses, IAW ADDIE process (TP 350-70-1). Write lesson plans for training support material.
Align training material with course design and learning outcomes as specified in the Program of Instruction (POI), course map, and associated Terminal Learning Objectives (TLO) for each course.
Participate in validating learning products and material to help Training Developers determine if products meet intended learning outcomes efficiently and effectively. Make recommendations and adjustments to enhance the quality and relevancy of learning products and material.
Develop assessments (labs, quizzes, and tests) to evaluate students ability to understand training material and meet the intended learning outcome.
Maintain and update data science, zero-trust cybersecurity methodologies, and development-related training support packages in the form of lesson plans, presentations, and practical exercises to support courses as required by industry developments and updates in best business practices.
Use training material from academic agreements with Cisco, Microsoft, and AWS when applicable, permissible, and specified in the course design outline.
Administer tests and student assessments.
Instruct various field-related courses and evaluate student performances using the approved Instructional methodology.
Record all tests, assessments, and student evaluations in associated LMS; report academic concerns to Course Manager, SGL, ACE, and/or Chain of Command as warranted, maintaining good order and discipline in the training environment.

As the Instructor your background will include
Education/Certification


A Bachelors degree in a STEM subject, Masters degree preferred.
Hold at least one of the following certifications; AWS Big Data-Specialty, MS Azure Data Engineer (Associate), or CompTIA Data+
Either hold a current Common Faculty Developer-Instructor Course (CFD-IC) certification or be willing to obtain within 90 days of starting.

Experience


A minimum of 3 years operational experience working within Data Engineering/Data Management.
Demonstrated experience designing and delivering Data Engineering and Data Management classes within a classroom setting.

@Orchard LLC is actively seeking to engage an experienced Auditor, Financial Controls for a new project, anticipated to last up to 5 years in support of NOAAs financial and business management modernization initiative. This role is in support of The National Ocean Service (NOS) and the Management and Budget Office (MBO), Office of Coast Survey (OCS) and Office of National Marine Sanctuaries (ONMS).

As the Auditor of Financial Controls, you will be the primary client interface for key initiatives within the following areas.

The implementation of the Financial Management and Data System (FMDS).  The BAS/FMDS Program will encompass dedicated DOC business applications for:


Core Financial Management (including loans, financial statements, and interfaces) 
Acquisitions Management 
Property Management (personal, real, and fleet) 
Enterprise Data Warehouse and reporting (to include data from BAS, Grants, Travel, and HR/Payroll) 
Data Archiving Solution 
 All related administrative system interfaces 

  The primary goals of the BAS/FMDS program are to deploy: 


Single Instance, Single Configuration of Essential Mission Support Systems 
Enterprise-wide, standard data warehouse 
Modernized Financial, Procurement, and Asset Management Systems 
Modernized Data Platform.

Key duties and responsibilities include.


Apply the knowledge of the Federal Accounting Standards Advisory Board (FASAB and, Generally Accepted Government Auditing Standards (GAGAS standards, outcomes from recent self and program evaluations, and Inflation Reduction Act (IRA) and Bipartisan Infrastructure Law (BIL) programs to conduct a risk analysis and develop a recommended five-year internal audit plan. 
Aligned with the approved audit plan and the established program evaluations, the successful candidate shall perform evaluations of internal controls of financial, budgetary, and programmatic scope and support the annual management control review audit and A 123 audit elements.  
The results of evaluations are to be delivered through internal audits, research and position papers and process documentation. 
Act as liaison between auditors, bureau leads, and program personnel. 
Coordinate correspondence between external audit agencies, as well as private sector auditing firms performing audits on behalf of DOC and NOAA line offices.  
External audits include those audits conducted by the Government Accountability Office (GAO) as well as audits conducted by private sector auditing firms engaged by DOC to audit the Departments annual financial statements to satisfy the requirements of the Chief Financial Officers Act of 1990 to provide audited financial statements.  
In a typical year, you will support the NOS Auditor in performing a minimum of one internal review and one program evaluation, completing the annual A-123 statement of assurance, and serving in the liaison capacity for the A-123 and external audit(s).  
Review all audit requests, distribute requests to cognizant program office personnel, and establish task timelines. 
Prepare and submit Correction Action Instruction packages, in accordance with DOC and NOAA guidance, as necessary to resolve discrepancies, track the status of packages submitted to DOC and NOAA, and review pertinent cost, accounting, and finance, or other records to ensure that corrective actions taken are reflected in all financial and cost accumulation data systems.  
Update the audit plan on an annual basis.  

Your background will include the following.


In-depth understanding and experience executing within NOAAs Internal Control environment, including NOAA-specific business processes and systems for payments, collections, grants, property, and financial reporting. This includes experience identifying control weaknesses and gaps in NOAA business processes. 
Provides extensive experience executing the NOAA Management Control Review process required by NOAA Finance every year. 
Provides an in-depth understanding and experience performing NOAA financial statement audit tasks, including Provided by Client (PBC) preparation, tracking, review, and submittal to NOAA stakeholders; Presentation of NOAA business process walkthroughs directly to NOAA external auditors; preparation of whitepapers to respond to NOAA audit inquiries and observations; Development and execution of corrective action plans. 
Possesses extensive experience documenting NOAA processes and identifying key internal controls for NOAAs external auditors to internally manage risk within NOAA. 
Must have experience evaluating internal controls of a large governmental organization with multiple program requirements and multi-year program funding requirements.  
Must understand governmental accounting principles and concepts and application thereof as required by the Federal Accounting Standards Advisory Board (FASAB) and provide advisory services on accounting and auditing topics, including heritage assets and property management.  
Must have a thorough knowledge of standards applicable to financial statement audits. The contractor shall thoroughly understand auditing concepts and the current application thereof in accordance with the Generally Accepted Government Auditing Standards (GAGAS).
