POSITION SUMMARY: Performs work to ensure DOT Pipeline compliance with federal and state governments regarding the design, construction, operation, and maintenance of onshore NGL and gas pipeline systems.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
  1. Liaison for OQ Coordinator and certified as a OQ Evaluator
  2. Prepare corrective action plans to regulatory agencies for Notices of Violation, Notices of Probable Violation, and Notice of Amendments.
  3. Serve as secondary point of contact for Federal and State regulatory agencies.
  4. Serve as a liaison between Corrosion, Systems Integrity & Compliance Department and Operations regarding DOT Pipeline regulatory compliance.
  5. Oversee and participate in audits and pre-audits in preparation for Federal and State regulatory inspections.
  6. Participate in due diligence projects.
  7. Coordinate revisions and participation in managing the library of Company manuals (Welding, O&M, OQ, etc.).
  8. Oversee the Emergency response Plans for Plant and Field assets.
  9. Facilitate the Annual Full-Scale Emergency Response Drills, collect and assist with annual Tabletop drills.
  10. Liaison with the Damage Prevention Coordinator
  11. Oversee the Company Public Awareness program.
  12. Act as Liaison with Public officials and Media during Emergency events.
  13. Ability to maintain strict confidentiality, including the ability to recognize situations in which confidentiality is required.

  EDUCATION, EXPERIENCE, & MINIMUM QUALIFICATIONS:
  • High School diploma or equivalent is required.
  • Experience in DOT Pipeline Compliance
  • Minimum five (5) years of progressive experience in the operation of NGL and gas pipelines.
  • Established working relationships with Regulatory personnel.
  • Working knowledge of API and ASME Standards
  • Expertise in 49 CFR Part 192 and 49 CFR Part 195
  • Expertise in state Pipeline Safety Regulations where the Company operates pipelines.
  • Must have advanced knowledge and skill using computers, including Excel, Word, PowerPoint, and Outlook.
  • Must have experience establishing and maintaining complex filing systems.
  • Must pass pre-employment drug test, and will be subject to random, for-cause and post-accident drug testing, in accordance with Company policies and procedures.

Must have valid driver’s license and be insurable under company’s vehicle insurance policy. Must pass pre-employment background check.
