POSITION DESCRIPTIONProvide engineering program and support to superintendents, directs assigned personnel in meeting cost and time schedules, verifies materials, equipment, workmanship and assures results meet design requirements. If designated, leads construction engineers in a broad range of construction engineering work within a specific engineering discipline or a particular area of the site.
Manage and coordinate with field engineering staff on a daily basis to resolve problems and support project management needs. Manage and support turnover activities. Represent construction at project and site related committee meetings. Review national codes / standards and site specifications and procedures. Administration and approval of performance evaluations, ranking, career development and training of field engineers. Provide design agencies with construction technical input for design development.
Monitor compliance of EPA and South Carolina Waste Management regulations and site specific procedures. Monitor contractors activities and work performance and resolve their concerns through coordination with other SRNS departments. Review and manage the implementation of project design and maintenance activities using existing specification, national codes and standards, drawings and the latest construction techniques. Interface and coordinate all aspects of construction with design, procurement, security, safety, operations, health physics, quality control, scheduling cost, management and supervise the daily field engineering activities. Maintain continuity with quality control to ensure work quality meets the requirements. Coordinate with design agencies to ensure timely issuance of new design or design changes. Perform constructability inspections and provide technical expertise for construction methods and practices. Responsible to ensure that construction work is done correctly and completely. EDUCATION REQUIREMENTSBachelor's degree in a technical discipline and 8 - 10 years of practical experience in construction engineering or related areas. An Associate's degree and 10 - 12 years of practical experience would be considered equivalent. A high school diploma and 12 - 16 years of practical experience would also be considered equivalent.
MINIMUM QUALIFICATIONS- Ability to work in a diverse work environment,
- Satisfactory results of a pre-employment screening, which includes a background check and drug screening.
- Ability to fulfill and promote L&A core values.
- A general knowledge of system testing and operations is helpful to ensure system turnover scope is adequate in regard to pre-operational testing.
- Training in planning and scheduling is beneficial to appreciate the planning and scheduling outputs.
- Leadership training is essential ingredient in methods of improvement, total quality, and re-engineering.
- High level of knowledge of national electric codes and standards including NFPA, NEC, etc
- Experience with electrical commodity and equipment installation designed and constructed in accordance with national codes and standards.
- Ability to review and interpret engineering drawings, specifications, standards, and other design basis documents.
- Ability to perform field walk-downs and inspections to document as-built conditions.
Desired Qualifications
- Candidates who have possessed an active DOE clearance (L or Q) within the past two (2) years are preferred.
- Professional registration with the state of practice is desirable.
- At least (2) years of experience performing NQA-1 electrical work.
- At least (2) years of experience managing a field engineering functional group.
- Experience developing construction work scopes in the form of work packages to complete designed installations.
- Adequate knowledge of schedule and cost performance and tracking.
- Experience performing task specific hazard analysis for construction activities.
- Knowledge of nuclear facility design including the application of safety class and safety significant codes and standards.
PF-81 Evaluation Criteria:
• Price and Cost to Company: 20%
• Technical Acceptability: 80%
Duration of the Contract: 1 year, 2 option periods.
Estimated Hours Per Year: 2,080 ST 800 OT
Work Schedule 6am-430p EST Mon-Thurs
Onsite or Remote? 100% onsite
