TITLE: Process Safety Management (PSM) Advisor
LOCATION: Fairfield, TX Office or Longview, TX Office
POSITION SUMMARY: Process Safety Advisor is responsible for development, implementation, and administration of the PSM Program as well as ensuring its compliance with OSHA 29 CFR 1910.119 and EPA 40 CFR Part 68 standards and its adherence by company personnel. Presents a positive and professional image to customers, vendors, employees, and the public.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
1. Accountable for ensuring the continuous improvement and effectiveness of Process Safety programs.
2. Routinely audits all PSM Elements to ensure compliance and identifies improvements and best practices (i.e., Annual File Review). Identifies and secures necessary resources and leads the effort to close gaps with management, operations, and engineering.
3. Provides oversight on Management of Change system.
4. Provides oversight on Action Item Tracking system.
5. Serves as subject matter expert. Conducts on-board training for those assigned to PSM-applicable plants, covering PSM fundamentals, procedures, requirements, and hazard recognition. Provides refresher training as needed.
6. Participates in incident investigations to determine root causes, especially those considered PSM in nature.
7. Facilitates or coordinates Process Hazard Analysis [PHA] for new projects and mandated 5-year revalidations. Tracks completion of action items generated from the PHA. Reviews and recommends risk evaluation methods for new projects.
8. Advises engineering/operations during reviews of proposed projects to understand and plan for potential implications. Acts as source for industry and regulatory standards and loss prevention standards.
9. Works with engineering and operations to manage, maintain, and improve chemical processes and mitigate risk for the plant.
10. Coordinates and develops filing systems for operations in order to maintain accurate, up-to-date, and logically organized files documenting compliance with applicable PSM and RMP rules/regulations.
11. Researches and reviews emerging regulatory issues that may impact rule changes which would affect a PSM process.
12. Responsible for conducting or coordinating 3-year PSM audits and tracking completion of action items.
13. Works with operations and engineering department on maintaining and administering the PSM Process Safety Information [PSI] and master equipment lists.
14. Responsible for providing EH&S pertinent PSM-related information for RMP modifications and/or renewals.
15. Performs other job-related duties and special projects as assigned by supervisor.
16. Ability to maintain strict confidentiality, including the ability to recognize situations in which confidentiality is required.
17. Ability to establish and maintain effective working relationships with co-workers, officers and managers, company customers, vendors, and contractors.
18. Must pass criminal history background check and pre-employment drug test, and will be subject to random, for-cause, and post-accident drug testing, in accordance with Company policies and procedures.
19. Must have a valid driver’s license and be insurable under the company’s vehicle insurance policy.

EDUCATION, EXPERIENCE, & MINIMUM QUALIFICATIONS:
· Bachelor’s degree in engineering, occupational health and safety, or related discipline OR high school diploma with 5 years of work experience in PSM/RMP or closely related capacity.
· Ability to work in self-guided, independent environment under the scrutiny and pressure of regulatory agencies.
· Ability to manage a diverse makeup of Plant personnel, Managers and EH&S professionals.
· Working knowledge of federal and state environmental and health and safety rules and regulations including OSHA 1910.119, EPA 40 CFR Part 68.
· Experience in incident investigations including root cause analysis.
· Experience in computer software programs within the MS Windows environment including Word, Excel, and PowerPoint.
· Working knowledge on the MOC/Pre-Startup Safety Review process.
· Experience with process hazard analysis techniques including hazard and operability study (HAZOP) and What-If Checklist Analysis.
