We are seeking an experienced Project Manager of Applications to provide project management support to the City of Houston’s Records Management System (RMS) modernization initiative, working closely with the City’s IT and Police Department teams.
The Project Manager of Applications will oversee day-to-day project management activities for the City of Houston’s RMS program, ensuring alignment with City PMO standards, vendor deliverables, and stakeholder expectations. This individual will play a key role in facilitating communication between HPD, HITS, and vendor teams while maintaining detailed oversight of project risks, issues, timelines, and scope. RESPONSIBILITIES
Project Management Support
- Maintain RIDAC (Risks, Issues, Actions, Decisions, Changes) logs, including ownership and mitigation strategies.
- Facilitate project meetings and discussions in absence of RMS Lead PM
- Prepare and distribute weekly and monthly status reports, aligned with City PMO standards.
- Schedule meetings, prepare agendas, and compile/distribute meeting notes and action items.
- Support scope management and change control processes, ensuring impact assessments are documented.
- Track vendor deliverables and validate completion against contract obligations.
- Monitor project budget and vendor invoices against deliverables and milestones.
- Monitor project plan and track variances.
- Facilitate deliverable quality reviews and document/validate acceptance criteria.
- Motivate PMO resources to be mindful of and follow through on commitments
RMS-Specific Responsibilities
- Track business requirements, configuration decisions, and functional gaps between RMS capabilities and operational needs.
- Coordinate data migration activities, including mapping, cleansing, validation, and testing.
- Support development and validation of RMS system interfaces
- Ensure project activities align with CJIS, UCR/NIBRS, and record retention requirements.
- Support cutover and go-live readiness planning, including technical checkpoints, operational checklists, and command center logistics.
- Monitor post-go-live stabilization (“hypercare”) issues and drive resolution.
Stakeholder and Vendor Engagement
- Act as liaison between HPD, HITS, vendor PMs, and project managers.
- Facilitate communication across all levels of stakeholders, ensuring alignment and transparency.
- Prepare executive-level briefing materials tailored for HPD EXE, CIO, and City EXE.
- Build consensus across diverse stakeholders, balancing operational needs with project constraints.
- Travel requirements 25%
SUPERVISORY RESPONSIBILITIES:
- This job has no supervisory responsibilities
QUALIFICATIONS:
- Bachelor’s degree in, Information Technology, Project Management, or related field (or equivalent experience).
- 5+ years of experience in project management, preferably within public safety, IT applications, or government environments
- Proven experience managing enterprise application projects, preferably involving Records Management Systems (RMS) or similar solutions.
- Strong understanding of PMO best practices, project lifecycle management, and change control processes.
- Experience coordinating multiple vendors and departments across complex organizational structures.
- Excellent communication, facilitation, and stakeholder management skills.
- PMP or equivalent project management certification preferred.
