Position Summary
The RFP Specialist supports sales and account retention initiatives by managing high-quality, on-time RFP/RFI responses. This entails interacting with individuals throughout the organization to ensure RFP/RFI responses are delivered on a timely basis. This is a FT hybrid position based in Portland, Oregon.
Pay Range
$64,394.27- $80,498.01 salary (depending on experience). Position eligible for incentive

Required Skills, Experience & Education:- Bachelor’s degree; and a minimum of five years’ experience in health insurance/employee benefits industry; or ten to fifteen years’ experience successfully managing and responding to RFPs/RFIs; or ten to fifteen years’ complex project management experience.
- Advanced proficiency in Microsoft Office Suite (Word, Excel, and PowerPoint), Microsoft Outlook, Microsoft Project, Microsoft SharePoint and Adobe Acrobat Professional applications. Additional experience with RFP software (Loopio), GeoMapping, Disruption tools (Quest Analytics or Optum) and CRM (Salesforce) preferred.
- Excellent writing and editing skills including proper grammar and punctuation skills with high attention to details and proven ability to produce quality, print-ready materials.
- Effective interpersonal skills including the ability to work and collaborate with a variety of individuals at all levels throughout the organization.
- Ability to understand and synthesize information and develop clear, accurate and concise responses to RFP requirements. A combination of writing, technical and sales/marketing skills strongly preferred.
- Strong project management skills with particular attention to details, ability to prioritize multiple projects and the ability to work under pressure in a deadline-sensitive environment.
- Ability to be self-directed and work independently with little supervision.
- Ability to lead and facilitate projects and meetings.
- Strong reasoning ability, critical thinking, problem-solving and organizational skills.
Primary Functions:
- Direct RFPs for new potential sales & service and in force groups.
- Manage multiple RFPs simultaneously to ensure responses are accurate, professional and are submitted by the required deadlines. Review complex solicitation documents to identify tasks/requirements and determine the most effective response approach/structure for a compliant response. Facilitate debrief meeting of the proposal process with major stakeholders. Act as a knowledgeable resource providing solicitation/proposal process related expertise.
- Identify opportunities to incorporate industry best practices to improve Moda’s RFP process. Provide education and training to teammates on industry best-practices.
- Undertake special projects as assigned with a focus on RFP process improvements and internal documentation to enhance efficiency and quality of the overall RFP team.
- Work collaboratively with Sales Executives/Account Executives and departments across the company to tailor responses to address prospect’s requirements and objectives.
- Check procurement portals daily for RFP opportunities and send to executives.
- Own and maintain employee biography library.
- Develop a project timeline to track and ensure deadlines/milestones are met. Direct assignments of RFP questions and tasks to Subject Matter Experts and ensure completion.
- Develop expertise on RFP response platform, Loopio.
- Write and edit proposal responses for content, grammar, style, formatting, adherence to proposal requirements and accuracy with internal company policies. Apply edits/changes to master proposal document and maintain version control across each successive proposal draft, up through and including final submission.
- Obtain or create required attachments and/or supplemental documents for RFP responses.
- Organize and package accurate RFP responses in compliance with client requirements. Coordinate the production, assembly, and shipping (if needed) of both electronic and hard copy responses.
- Redact responses as needed for confidentiality in line with all local laws and regulations, as well as RFP-specific requirements.
- Maintain, update, and consistently improve proposal database. This includes working with subject matter experts to create/add new content, adding responses from recent RFPs, continuously improve existing content, update content in response to company operational changes, and manage annual content review cycles
- Write, maintain and update UPMs / P&Ps for all RFP department procedures.
- Contribute to the development and continuous improvement of the RFP process.
- Manage, coordinate, and produce various sales/departmental reports and executive dashboard reports including but not limited to, weekly sales tracking report for groups with over 200 employees.
- Triage various reports required in the RFP process including provider disruption, repricing/discount analyses, contracted network GeoAccess reports and interpret results prior to releasing externally.
- Produce and coordinate Geo Access reports as required. This includes updating provider files on a regular and consistent basis.
Maintain and enhance business skills, including understanding health care industry and participate in all relevant training opportunities to enhance and improve current skill set. - Perform other related duties as assigned by management team. Working Conditions & Contact with Others- Office environment with extensive close PC and keyboard work, constant sitting, and phone work. Must be able to navigate multiple screens. Ability to work under pressure and with flexibility to meet tight deadlines. Work in excess of 40 hours per week, including evenings and occasional weekends, to meet business need. Must be able to lift 20 pounds and use a hand cart.
