Job Summary 

The Senior Finance Advisor will support the Pemex Deer Park Organization with an initial focus on IT. The role develops and manages the IT budget, provides transparency on IT costs, supports variance analysis, measures the benefits of IT investments, and ensures that IT investments are aligned with the organization's strategic objectives and delivers measurable value. The scope includes working with suppliers, corporate Pemex and its entities (PPI, PMI), and Pemex Deer Park Refinery in aligning their needs within IT. A successful candidate must seek to understand the Refinery business specific to corporate/G&A best practices.

 

Accountabilities & Responsibilities: 

Stakeholder Management

  • Dedicated overall finance support of the IT Department (including the IT Business Manager, IT PMO, and IT Leadership) in the financial planning and appraisal process.
  • Support activities in the monthly financial close process, perform variance analysis on monthly results, and oversee the annual business plan process.
  • Assist the IT team with Application Review Board presentations, evaluations, and purchases related to ROI and TCO.
  • Organizationally support, update, and track IT project budgets in partnership with the IT PMO and PMs.
  • Assist Business Units in understanding their IT spend by providing details and transparency.
  • Champion continuous improvement, cost leadership, and third-party spend initiatives by collaborating with the Supply Chain team.
  • Collaborate with the rest of the Finance team as One Finance connected to support business outcomes with clear lines of accountability.
  •  

    Leverage knowledge of the business environment and its impact on performance to articulate and propose opportunities and/or areas of value leakage.

  • As part of a small finance department, this role may be required to support other finance activities (e.g., account reconciliations, closing activities, reporting, etc.) across Controllers, Treasury, or other departments, either temporarily or permanently, as business needs evolve.

 

 

Governance, Risk, and Controls

  • Ensure that financial governance, risk management, and internal controls are executed in accordance with company policies and procedures across IT and any other assigned business functions.
  • Support compliance with internal and external requirements by monitoring adherence to established controls and escalating issues as appropriate.

Value Generation & Protection

  • Monitor IT expenditures on a regular basis and prepare clear, insightful reports to support understanding and analysis of spending patterns.
  •           Collaborate daily with Pemex Deer Park IT staff to evaluate the financial impact of new technology purchases and ensure alignment with business objectives.
  •           Partner with IT leadership, Finance, and Tax teams to identify and recommend best practices that enhance financial processes and outcomes
  •           Support IT Purchasing by ensuring milestone- or deliverable-based contracts are tracked efficiently and accurately, with spend aligned to project progress.

Job Knowledge, Skills & Experience 

Education and Experience: 

  • 10+ years Accounting, Finance, or relevant experience
  • Microsoft Suite, SAP, Power BI
  • Cost benefit / cost effectiveness analysis, such as ROI, TCO.
  • Excellent written and verbal communication skills. Ability to relay financial information to people with different financial backgrounds.
  • Ability to understand end-users’ needs and translate into successful delivery.
  • S4 Hana experience a plus
  • Procure to Pay processes specific to IT experience a plus
  • Manufacturing / Refinery experience a plus
