POSITION DESCRIPTION

The main duties include, but are not limited to:

· Plans, coordinates and executes difficult specialized assignments within a type of facility or type of process for startup, operations, maintenance and testing,

·  Apply specialized knowledge of startup methods to the solution of specific problems,

· Provides the resolution of technical questions arising in the area of specialty,

·  Uses advanced startup engineering techniques and the modification and extension  of theories, precepts and practices of related sciences and disciplines,

· Receives operational supervision, and technical assignments from the Manager of Startup or, a Startup Engineering Manager,

·  Provide technical advice and counsel on specific assignments,

·  Develop and evaluate plans and criteria within a discipline or specialty for a variety of project activities,

·  Interpret new or special regulations, codes, standards, criteria and performance data relating to a specialty,

· Provide input and participates in special technical educational and training programs as directed,

· Maintain up-to-date knowledge within area of expertise regarding new concepts, approaches and solutions to problems,

· Assist in project design reviews and project operations manual preparation,

·  Prepare and give presentations to management and others as directed. Assist in the preparation of contract proposals,

·  Provide technical guidance and on-the-job training to subordinates and project personnel as assigned,

· Perform field consulting services as required,

EDUCATION REQUIREMENTS

· Bachelor's degree in a technical discipline plus,

·  8 - 10 years practical work experience in startup, operations, maintenance or testing and basic knowledge of pertinent industry or regulatory standards.

·  Some knowledge of construction or field engineering, of engineering systems, and applications of startup/test methods.

· Some knowledge of code, mathematics, or computers. Basic skill in communications. The above is normally acquired through a recognized degree in an engineering, technical, or scientific discipline from an accredited college or university, a U. S. Military curriculum specialized courses in a technical field,

·  OR 12 - 18 years of practical work experience in startup, operations maintenance or testing or other relevant work experience in design engineering, field engineering, or construction to the degree necessary toperform the responsibilities outlined above.

 

MINIMUM QUALIFICATIONS

·   Personnel shall have technical knowledge of Commissioning/Startup Testing, including experience working in the following technical areas/labor categories:

·   Conduct of Startup Testing,

·    Design reviews ,

·   Procedure development ,

·  Test Execution,

·   Demonstrated previous experience with the use and implementation of Manual 5E,  Startup Test Program, and related directives and standards, or an equivalent Commissioning/Startup program,

·   Demonstrated previous experience in developing, reviewing, approval and presenting Technical Work Documents/Commissioning Test Procedures,

·  Demonstrated personal accountability for facility/project schedules, deadlines, budgets, and the safe performance of work,

·   Ability to work in a diverse work environment,

·  Satisfactory results of a pre-employment screening, which includes a background check and drug screening in accordance with Federal requirements (details below),

·   Ability to fulfill and promote L&A core values.

 

DESIRED QUALIFICATIONS

·  Previous experience on DOE sites and programs,

·  Demonstrated a minimum of 1 year of recent testing experience through support of the Department of Energy (DOE) or the commercial nuclear industry,

·  Commissioning/Startup testing execution qualification(s) Level II or III (per ASME NQA-1 test program).

·   Walking, climbing, stooping, standing, for up to twelve (12) hours a day,

·   Climbing stairs and scaffolding, walking through uneven and rough terrain, and

·    entering confined spaces (as necessary),

·    Pushing/pulling and lifting, up to 50 lbs,

·   Performing the essential job functions consistently, safely, and successfully with the

·     ADA, FMLA and other federal, state, and local standards, including meeting qualitative and/or quantitative productivity standards.
