POSITION DESCRIPTION

Under minimal supervision, is responsible for providing senior-level environmental support.  Supports management with more complex environmental issues, provides environmental services and oversight to projects and operations, coordinates projects and operations environmental regulatory interactions, and makes recommendations for setting overall environmental strategies, policies, procedures, and standards.  Act as Subject Matter Expert as needed and appropriate.  Ensures projects and operations achieve environmental compliance and stewardship.

 Major Duties and Responsibilities:

Typical Duties and Responsibilities:

  • Provides Environmental Compliance (EC) functional support for the East Tennessee Technology Park (ETTP) Stormwater Pollution Prevention Program (SWPPP) and ETTP National Pollutant Discharge Elimination System (NPDES) stormwater permit. This includes preparing sampling and analysis plans, reviewing laboratory results, conducting SWPPP inspections, writing SWPPP annual reports, submitting the annual Discharge Monitoring Report to regulators, and preparing the ETTP NPDES permit renewal application.
  • Updates and provides sampling and analysis plan each year to UT-Battelle to conduct the ETTP Biological Monitoring and Abatement Program (BMAP) which includes fish community studies, benthic macroinvertebrate sampling, and fish and clam bioaccumulation studies.
  • Requests and coordinates investigative sampling in the permitted storm drain network.
  • Supports various projects in obtaining Aquatic Resource Alteration Permits (ARAPs) and/or Construction General Permit (CGP) coverage from the State of Tennessee.
  • Provides backup support for the ETTP surface water monitoring program.
  • Serves as UCOR’s subject matter expert (SME) for Clean Water Act (CWA) regulations, NPDES permits, SWPPP documents, BMAP, and ARAPs. Supports compliance with PFAS regulations.
  • Prepares monthly sampling coordination meeting agenda; conducts the meeting, and distributes the minutes.
  • Reviews analytical results for Environmental Management Waste Management Facility (EMWMF) contact water and discharge water and provides documentation to EMWMF managers.
  • Maintains the UCOR sitewide spill history, and provides spill summaries for use in annual training modules.
  • Prepares and distributes the UCOR EC find and fix log.
  • Updates and distributes to UCOR personnel “Environmental Pagers” on topics such as “Protection of Migratory Birds” and “Protection of Bats”.
  • Conducts surveillance, management assessments, and compliance inspections, as assigned.
  • Supports regulatory agency and DOE interactions (e.g., negotiations, inspections, technical assistance).
  • Routinely accesses the laboratory database to track and report stormwater results to operations and planning personnel.
  • Completes work assignments with a high level of personal accountability, teamwork, initiative, and quality.
  • Follows established policies, methods, and practices of the Company.
  • Maintains knowledge of safety policies and procedures and performs assigned duties in a safe manner, and, if supervising others, has responsibility for the safety of those being supervised.
  • Attends EC planning and team meetings, and performs other EC related tasks, as assigned.

 

 

EDUCATION REQUIREMENTS

Bachelor’s Degree in Environmental Science, Environmental Engineering or related science, or demonstrated equivalent combination of education and experience.  Advanced degree desired.

  • Grade 24 – 4+ years of experience is the minimum requirement. Higher levels can be considered below. 
  • Grade 25 – 7+ years of experience
  • Grade 26 – 10+ years of experience

 

MINIMUM QUALIFICATIONS

  • Ability to write procedures and reports
  • Strong work ethic, professionalism, attention to detail, and ability to follow written procedures such as SOPs
  • Ability to work independently and within team environments
  • Must possess or be able to obtain a DOE Q-level security clearance
  • Ability to work in a diverse work environment.
  • Satisfactory results of a pre-employment screening, which includes a background check and drug screening in accordance with Federal requirements (details below),

LOCATION

Work will be performed at the UCOR facilities in Oak Ridge, TN.
