The Role
The Network Implementation Program Manager – Engineer leads end-to-end network deployment programs while providing hands-on engineering oversight across design, planning, and execution. This role bridges program management discipline with deep technical expertise in outside plant (OSP) design, network engineering, and construction delivery.
The position is responsible for driving execution, ensuring engineering accuracy, managing risk, and maintaining quality standards while delivering complex telecommunications projects on time and within budget.
The Main Responsibilities
Key Responsibilities
Program & Project Execution

Lead planning and execution of new plant construction and modifications to existing network infrastructure

Develop implementation strategies aligned to scope, schedule, cost, and operational goals

Manage delivery of engineering, construction, and activation milestones across multiple concurrent projects
Engineering Design & Work Order Development
-
Design and prepare Engineering Work Orders for:
-
Land developments, new builds, and single line requests
-
Fiber-to-the-Home (FTTH), Fiber-to-the-Node (FTTN), Fiber-to-the-Tower (FTTT), DSL, and rehabilitation projects
-
Road relocations, augmentation projects, and special circuit requests
-
Gather and validate field data to support engineering design accuracy
-
Utilize engineering tools such as:

3GIS, AutoCAD, Adobe Sign
-
Netbox, Sitetracker
-
Microsoft Office suite for documentation and reporting
OSP Engineering & Field Oversight
-
Serve as the engineering lead for assigned geographic areas, overseeing all OSP job requests
-
Design network layouts, conduit paths, and infrastructure placement for optimal performance
-
Acquire and manage civil permits and approvals for construction activities
-
Coordinate with governing authorities and ensure regulatory compliance
-
Oversee field execution to ensure alignment with engineering designs and specifications
Milestone & Delivery Management
-
Manage project milestones with real-time status tracking and reporting
-
Coordinate execution across engineering, construction, and vendor teams
-
Drive project closeouts, ensuring all deliverables and documentation are complete
Financial & Resource Management

Provide engineering cost estimates to support capital planning and budgeting
-
Monitor and control project expenditures
-
Forecast resource needs and project outcomes across a 0–180-day horizon
Risk Management & Issue Resolution

Identify risks related to engineering design, permitting, construction, and delivery timelines
-
Develop mitigation strategies and track resolution progress
-
Escalate issues with supporting data and recommended
Quality Assurance & Engineering Standards

Ensure all designs, builds, and implementations meet engineering and operational standards
-
Validate accuracy and completeness of engineering deliverables and vendor submissions
-
Monitor quality metrics, construction outputs, and SLA adherence
Systems, Tools & Implementation Support

Support procurement, acquisition, and implementation of:

Network hardware and software
-
Subcontractor services and vendor deliverables
-
Configure systems to meet customer and operational requirements
-
Maintain accurate data across engineering and project management systems
Cross-Functional Collaboration
-
Partner with Planning, Engineering, Construction, Operations, and external vendors
-
Maintain strong communication with internal stakeholders and governing agencies
-
Provide technical guidance while driving alignment across teams
Reporting & Continuous Improvement

Develop clear, data-driven reporting for leadership and stakeholders
-
Identify process gaps and implement improvements across engineering and deployment workflows
-
Promote operational excellence and standardization across programs
Qualifications
Required
-
5+ years of experience in telecommunications, network engineering, or technical program management
-
Bachelor’s degree or equivalent experience
-
Strong understanding of:
-
OSP engineering and network design
-
Fiber deployment and construction processes
-
Network systems, protocols, and infrastructure components
-
Experience with engineering tools and systems (AutoCAD, 3GIS, Sitetracker, etc.)
-
Proven ability to manage cross-functional programs and large-scale deployments
-
Strong analytical, organizational, and communication skills
Preferred

Experience in fiber, wireless, or large infrastructure deployments

Knowledge of construction permitting and regulatory processes

Advanced data analysis, reporting, and forecasting skills

Location Based Pay Ranges:

Salary range: $63,000 – $106,000, based on experience and location
