Mission Critical Partners is seeking an Organizational Change Management Consultant for Public Safety. The role supports organizational change management efforts associated with large-scale public safety and mission-critical system implementations across the United States. This role focuses on smooth organizational transitions for emergency communications centers, public safety agencies, emergency management organizations, and government agencies adopting new technologies, operational models, governance structures, and business processes.
The position combines formal organizational change management education and certification with public safety operational knowledge to support projects involving emergency communications operations, NG911 modernization, staffing and workflow assessments, governance changes, operational readiness, stakeholder engagement, and mission-critical operations transformation. RESPONSIBILITIES
- Lead organizational change management activities for public safety and mission-critical modernization, technology and organizational transformation projects
- Develop and implement change management strategies, communication plans, stakeholder engagement plans, and training support activities to enhance organizational readiness and user adoption
- Conduct impact assessments, stakeholder analyses, and change readiness evaluations to identify organizational risks and support successful transitions
- Oversee project coordination and integration efforts, supporting alignment with client operational and organizational goals
- Facilitate meetings, workshops, interviews, focus groups, and stakeholder sessions to support project analysis, design, implementation, and testing activities
- Act as a liaison between client agencies, operational stakeholders, and solution providers to promote alignment between project deliverables and organizational objective
- Provide regular project status updates to agency officials and project leadership teams so projects remain aligned with scope, schedule, and operational goal
- Maintain compliance with organizational policies, contractual obligations, and public safety industry best practices throughout project execution
Support business process analysis and operational improvement initiatives to optimize workflows, operational readiness, and technology adoption - Conduct operational assessments and data gathering activities related to PSAPs, ECCs, EOCs, governance structures, staffing models, operational workflows, and public safety procedures
- Support organizational transition activities associated with NG911 modernization, operational restructuring, and mission-critical systems implementation
- Support development of operational documentation, transition plans, communications materials, training support resources, and organizational readiness activities
- Coordinate project activities and support collaboration between clients, stakeholders, vendors, and internal project personnel
- 25-50% travel expected
SUPERVISORY RESPONSIBILITIES:
- This job has no supervisory responsibilities
QUALIFICATIONS:
- Organizational Change Management Certification is required (Bachelor’s degree preferred)
- Minimum 5 years of professional experience supporting organizational change management initiatives, organizational transformation activities, or technology implementation projects
- 5+ years of facilitation experience with proven problem-solving capabilities during stakeholder meetings, workshops, interviews, and client engagement sessions
- Minimum 10 years of experience in public safety, emergency communications, emergency management, mission-critical operations, or related public sector environments including PSAP/ ECC/ EOC operations, governance structures, operational workflows, staffing models, and industry best practices
- Ability to assess client situations, identify operational and organizational needs, present concepts, develop recommendations, deliver solutions, and promote teamwork
- Demonstrated knowledge of organizational change management methodologies, stakeholder engagement strategies, communications planning, training support, and organizational readiness principles including expertise in the use of change management methodologies such as ADKAR
- Strong written and verbal communication skills with experience preparing reports, presentations, assessments, and client-facing deliverables
- Valid Driver’s License with the ability to drive to client sites
- Computer skills required: Contract Management Systems, Microsoft Office Suite, project management software, collaboration platforms, and organizational change management tools
