Position Description

The Certerra – Black Eagle Consulting Office QC Project Manager provides assistance to the Division Manager in the areas of safety, training, planning, business development, budgeting and the completion of construction projects by performing the following duties personally or through subordinates.

Minimum Qualifications

§  A minimum of 10 years’ construction experience

§  Practical knowledge of the International Building Code (IBC)

§  Practical knowledge of the International Code Council (ICC) Chapter 17 Special Inspection and Tests

§  Practical knowledge of the Standard Specifications for Public Works Construction (“Orange Book”)

§  Occupational Safety and Health Administration. (OSHA), 30-Hour Certification.

§  Nuclear density gauge certification or the ability to obtain within 1 month.

§  A current and valid Nevada driver's license that will allow insurance through the company insurance provider.

 

Preferred Qualifications

§  Nevada registered Professional Engineer

§  ACI Concrete Field-Testing Grade 1 Certification

§  NAQTC Certification (sampling & density, aggregates, asphalt)

§  ICC Reinforced Concrete

§  ICC Structural Masonry

§  ICC Spray Applied Fireproofing

§  ICC Structural Steel & Bolting

§  ICC Prestressed Concrete

§  Nuclear density gauge

§  Occupational Safety and Health Administration. (OSHA), 30-Hour

Duties and Responsibilities

§  Coordinate on a daily basis with the Division Manager

§  Formulate scopes of work and prepare fee proposals to perform materials testing and/or inspection service based on the project geotechnical report, civil & structural design drawings, project specifications, public works specifications, and current building codes.

§  Assign qualified/certified project personnel to specific phases or aspects of the project, on a daily basis, such as mass grading, utility installation, aggregate base placement, ICC Special inspection, Portland cement concrete flatwork, asphalt concrete paving, slurry sealing, striping and signage.

§  Assist in the implementation of employee training programs as directed by the Division Manager.

§  Schedule project personnel in an effort to meet code requirements and optimize project budgets.

§  Perform site visits to review construction progress, answer project specific questions, and to ensure conformance with project design documents, local building codes, and company standards.

§  Schedule and conduct pre-construction meetings with public agencies and owners.

§  Attend internal pre-construction meetings with Geotechnical Engineer, and Project Inspector.

§  Develop and conduct job-site safety meetings.

§  Ensure Project Inspectors have a current set of construction design documents and applicable public works specifications.

§  Ensure field personnel have the project specific equipment required for their on-site duties.

§  Coordinate geotechnical engineering issues with geotechnical engineering staff.

§  Coordinate civil engineering design modifications with civil engineers.

§  Develop and issue Engineer of Record packages including as-built drawings, daily field reports, field testing results, sanitary sewer and storm drain video tape inspections, laboratory test results, survey data, and all other agency requirements.

§  Review and approve site inspectors daily field reports (DFR’s) assigned by the Division Manager

§  Trouble shoot construction issues in coordination with the on-site inspector and the Division Manager.

§  Review and approve project invoices, ensuring operations are within budget limitations.

§  Develop and deliver Chang Order requests to the client for over budget and/or out of scope services.

§  Assist in interviewing Project Inspector/Tester applicants and hire well qualified candidates as needed to maintain division workload.

§  Develop and maintain industry contacts through marketing efforts.

§  Perform materials testing/inspection on an as-needed basis.

Required Skills

• Be thoroughly knowledgeable regarding the standards related to the construction and inspection of reinforced concrete and masonry structures
• Be able to read and understand structural blueprints and current code requirements
• Bachelor’s degree in construction management or engineering preferred but not required.
• Must have a clean Motor Vehicle Record and pass a pre-employment drug screening
