Financial Systems Analyst – EVM or DAU Cost Estimator Certified

Contingent on program award

Remote, but must be accessible to the Washington Navy Yard (Metro DC)

Active Secret Clearance (DOD) Required

@Orchard LLC is looking to identify an experienced Financial Systems Analyst to be proposed as a bid-as-key for a new project supporting the US Navy. The role is a remote work opportunity, but candidates must be within commuting distance of the Washington Navy Yard to attend occasional meetings. Two non-negotiable requirements are for an active DOD Secret Clearance, to be certified in Earned Value Management (EVM), or to hold a DAU Cost Estimation Advanced level certification, or to be a certified Financial Management Practitioner, such as CCEA certification. If selected, you will be asked to sign a letter of intent to join the team upon program award.

About the role:

The Financial Systems Analyst will provide financial management support for an assigned branch, office, or department. In this capacity, they will:

·        Provide advice and technical assistance in the preparation of annual budgets.

·        Measure organizational performance; assess the effects of various programs and policies on the budget.

·        Examine budget estimates or proposals for completeness, accuracy, and conformance with established procedures, regulations, and organizational objectives.

·        Employ cost-benefit analysis to review financial requests, assess program tradeoffs, and explore alternative funding methods.

·        Examine past and current budgets and research economic and financial developments that affect the organization’s spending.

·        Develop guidelines and policies governing the formulation and maintenance of budgets. Conduct training sessions for company or government agency personnel regarding new budget procedures.

·        Coordinate financial activities across various stakeholders.

·        Manage finances across multiple funding types.

·        Track budgets, costs, and variances.

·        Produce executive summaries.

·        Conduct financial reporting and analysis on financial issues and customer requirements.

·        Develop and propose courses of action (COAs) and recommendations for financial issues.

·        Interpret and apply financial management principles.

·        Apply financial management processes, techniques, policies, regulations, and organizational strategic goals.

Qualifications.

·        An active DOD Secret Clearance.

·        A Bachelor’s Degree in Business, Finance, or any business-related field. A Master’s Degree is preferred.

·        It is required to be certified in Earned Value Management (EVM), or to hold a DAU Cost Estimation Advanced level certification, or to be a certified Financial Management Practitioner, such as CCEA certification.

·        Demonstrated experience supporting the DOD (Navy is preferred) in conducting analysis and financial management tasks such as budget preparation and estimation, cost estimation, performance measurement, and engaging with government stakeholders to understand budgetary priorities, challenges, and objectives. 

·        Experience supporting senior DOD military and civilian stakeholders and a track record of demonstrated success spanning more than 10 years.
