@Orchard is actively supporting a proposal expected to be awarded in Fall 2026 for a Virginia client in the Intelligence Sector. We are seeking individuals with the necessary skills, experience, and clearance to sign a letter of intent to join the team once the program is awarded. As a Project Engineer, you will.

  • Serve as program support to the government Program Manager (PM) with responsibility for technical knowledge of the assigned teams and programs/projects. 
  • Provide technical guidance and recommendations related to the integration of National Systems-based capabilities.
  • Assist the PM/COTR in program management planning, cost, schedule, and performance monitoring and reporting; program synchronization; generating requests for information responses; and cross-program coordination.
  • Support the PM in multiple areas, which include systems, mission, and enterprise engineering; program management; acquisition support; analytic support; technical analysis; user requirement management/development; architecture; and customer outreach and support.
  • Other responsibilities include administrative and technical support to the Government leadership team, internal cross-coordination, external mission partners, and other DoD/IC customers.

Your background will include.

  • US Citizen with an Active Top Secret/SCI clearance with Counterintelligence (CI) Polygraph.
  • Bachelor’s OR Master’s degree in a Business or STEM discipline.
  • As there are several roles available, experience ranges start at 2 years of experience in project management and acquisition, with emphasis on government acquisition within DoD or IC settings.
  • Familiarity with project management, monitoring developer cost, schedule, and performance, as well as program office processes, techniques, and documentation.
  • Able to travel 10% of the time.

Preferred additional capabilities.

  • Familiarity with the NRO’s and DoD’s national and tactical space architectures.
  • Familiarity with different contracting types, e.g., competition, sole source, IDIQ/TOs, Other Transactions, and Broad Agency Announcements.
  • Working knowledge of SAFe Agile or similar agile processes and JIRA and Confluence tools. 
  • Certified in one or more of the following: INCOSE (or DAWIA equivalent), Agile, and Project Management.
  • Familiarity with project management; monitoring developer cost, schedule, and performance; and program office processes, techniques, and documentation.
  • Ability to problem solve in a rapidly changing environment and interface with the customer daily.
  • The ability to track and respond to office tasking, build and present program briefings, and update project schedules and calendars. 

Compensation: As there are several potential levels for this skillset within the program, compensation can range between $82,500 and $170,500. All employees will receive a generous benefits package: Health, Dental, Vision, 401K with immediate vesting, tuition reimbursement, and generous PTO.
