Key Personnel for Government Proposal (Bid-as-Key)
Hybrid – Camp Springs, Maryland

@Orchard LLC is seeking a Business Analyst to support the DHS USCIS Business Process Improvement and Management Support Services (BPIMSS) program. In this role, you will be the primary driver for analyzing complex business processes, identifying optimization opportunities, and facilitating high-level discussions to align solutions with USCIS organizational goals.
You will serve as a critical liaison between the Immigration Records and Identity Services Directorate (IRIS), the Field Operations Directorate (FOD), and technical teams to ensure the successful implementation of projects that safeguard the integrity of the U.S. immigration system.
We are looking to identify a candidate to be proposed and bid-as-key within a federal proposal. You will receive a contingent letter of intent to be actioned if the proposal is awarded to our team, and the role is allotted as currently defined. The letter will include the agreed terms and conditions for your employment in the event of an award.
Key Responsibilities
- Strategic Facilitation: Lead and facilitate stakeholder discussions to gather requirements and develop solutions that align with the Immigration and Nationality Act (INA) and USCIS mission goals.
- Process Optimization: Analyze existing business processes within the Verification Division (VER) and FOD, identifying gaps and designing streamlined workflows.
- Agile Leadership: Act as a bridge between business units and technical teams, translating complex technical concepts into actionable business requirements using Agile methodologies.
- Program Support: Support the full project lifecycle, including operational readiness, deployment support, and technology integration testing.
- Change Management: Assist in strategic communications and change management efforts to ensure smooth adoption of new processes and system enhancements.
- On-Site Presence: Maintain consistent on-site availability at the Camp Springs, MD office as required by the Key Personnel designation and USCIS policy.
Required Qualifications
- Experience: Minimum of 8 years as a Business Analyst.
- At least 5 years of experience supporting federal programs in process optimization and requirements analysis.
- Proven experience supporting the DHS immigration ecosystem.
- Direct experience with USCIS is preferred.
- Familiarity with DHS information security policies and CUI handling requirements
- Education: A Bachelor’s degree in Business, Information Systems, or a related field.
- Certifications: Certified Business Analysis Professional (CBAP), Agile Certified Practitioner (PMI-ACP), Certified Scrum Product Owner (CSPO), SAFe Product Owner, or equivalent.
- Required Technical Expertise:
- Proven expertise in requirements gathering, process mapping, and workflow optimization.
- Strong understanding of Agile methodologies, system deployment, and identity management systems.
Preferred Experience
- Hands-on experience with SAVE, E-Verify, or USCIS adjudication systems.
- Familiarity with DHS information security policies and Controlled Unclassified Information (CUI) handling.
- Strong preference for candidates with deep institutional knowledge of IRIS and FOD directorates.

Compensation: Compensation will be negotiated and agreed upon before submission of the proposal and included in the contingent offer of intent. The salary range is expected to be based on experience and skills relevance and be between $100K and $150K.
